Delaware County Council
Delaware County Council is a five-member board that has the authority to pass ordinances, resolutions, and proclamations and to provide budget and personnel for the needs of the residents as they arise. County Council is involved in economic development, public transportation, waste disposal, human services, land use, and culture. The Council is also responsible for all legislative and administrative functions of the county government. Members of County Council are elected on an at-large basis to four-year terms at staggered two-year intervals when municipal elections are held, which occur in odd numbered years. (We will vote for TWO candidates.)
Democrats
Joanne Phillips (Middletown Township)
Joanne Phillips was elected Delaware County Controller in 2017, bringing with her decades of legal and public service experience. A partner at the national law firm Ballard Spahr LLP, she specialized in real estate development and finance. She also served as Director of the Bureau of Real Estate for the Commonwealth of Pennsylvania, managing a multi-million-dollar portfolio of public assets. Ms. Phillips earned her law degree summa cum laude from Widener University’s Delaware Law School, where she was valedictorian and law review editor, and holds a B.A. from Ursinus College, where she played on the nationally ranked field hockey team.
A long-time resident of Middletown Township, Ms. Phillips has been deeply involved in her community, serving on the Middletown Township Park and Recreation Committee and coaching youth soccer for over 15 years. She has held leadership roles in several professional organizations, including Chair of the Real Property Section of the Philadelphia Bar Association and Chair of the Delaware Valley Chapter of the Counselors of Real Estate. She currently serves on the Executive Committee of the Penjerdel Council and is a member of the Urban Land Institute. Ms. Phillips and her husband have lived in Middletown for 30 years, where they raised two children who attended Rose Tree Media public schools.
Richard Womack (Darby Township)
Richard R. Womack Jr. currently serves as Vice-Chairman of Delaware County Council, where he has worked alongside his colleagues to promote transparency, strengthen county services, and support economic development. Prior to his election to County Council in 2022, Mr. Womack served more than a decade on the Darby Township Board of Commissioners, holding leadership roles as both Vice President and President. A graduate of Darby Township High School, he studied political science at Mansfield State College and completed leadership training through the Negro Trade Union Leadership Council, the AFL-CIO Organizing Institute, and the National Labor College.
With over 25 years in the labor movement, Mr. Womack has been a tireless advocate for working families. He served as an advisor to the President for Community and Religious Affairs at the National AFL-CIO and helped push forward landmark legislation like the Americans with Disabilities Act. His work has earned him national recognition, including awards from the NAACP, A. Philip Randolph Institute, and the Coalition of Black Trade Unionists. Inspired by his parents' example of service, Mr. Womack continues to lead with compassion and purpose. He is a proud father and grandfather and an active member of the Highway Church of Christ.
