Judge of the Commonwealth Court

The Pennsylvania Commonwealth Court is one of two statewide intermediate appellate courts (the other being the Superior Court of Pennsylvania). The court is made up of nine judges who serve 10-year terms. The court generally decides cases in three-judge panels and sits in Philadelphia, Harrisburg, and Pittsburgh. The Commonwealth Court usually takes cases relating to banking, insurance, utility regulation, taxation, land use, elections, labor practices, workers compensation, Department of Transportation decisions, and Liquor Control Board rulings about liquor licenses. (We will vote for ONE candidate.)

Stella Tsai

Stella Tsai has dedicated her career to upholding justice and ensuring fairness within Philadelphia’s legal system. She has served as a Judge of the Philadelphia Court of Common Pleas since August 2016. Ms. Tsai has extensive experience across the Criminal, Civil, Orphans’ Court, and Family Court Divisions, which has equipped her with skills and insights to address complex social, economic, and governmental issues. 

Born in Harrisburg, Pennsylvania, to immigrant parents who sought political and personal freedom in the United States, Ms. Tsai developed a deep appreciation and respect for our democracy and the rule of law from an early age. She lives in Philadelphia with her husband, Paul, and her two sons, Atticus and Emmett.
